content review and workflow - do i have to use both?

Hi,
I'm a content editor, not a developer, and I have a question about using content review and workflow.
I would like to assign pages to people. I don't necessarily want to send them reminder emails, I just want to store the info in the CMS instead of a spreadsheet!
However my web team say that I need to have the workflows part of silverstripe working. But that seems weird, as I just want to assign a name, not set up a workflow. And I seem to be able to assign people who have logins already...
So my question is: can I just assign names/users to pages without enabling any other systems eg workflows?
