Trying to install blog on CMS 2.4 with mssql database .

Hmm found by copying widgetarea.php from ...themes/../css/widget into ...blog/code/widgets did the trick not sure why it didn't pick them up from themes or why they got put into themes area.
You shouldn't have any PHP at all in your theme as SilverStripe won't process any PHP classes in your themes dir, likely they accidentially got copied into the themes dir when you uploaded / extracted your site.
