CMS Error: insert media from web - forbidden 403

I'm getting an error in the CMS of forbidden when attempting to insert media from web through content wysiwyg

Looking in console its a 403

This is the URL request of a video and an image: (/admin/pages/edit/EditorToolbar/viewfile)

Note: Same error whether in live or Dev modes

these are the versions:
"silverstripe/cms": "3.1.2",
"silverstripe/framework": "3.1.2",

Any ideas/known issues/solutions?
