Not Found Error when trying to add media to a page

We're running SilverStripe 3.1 on IIS 7, MSSQL.

When we moved to production, we started receiving an error when trying to insert media into a page via the CMS admin:

1. Open Pages
2. Open a page
3. Click on Insert Media in the toolbar
4. Choose a file to upload

We receive a "Not Found" error in a gray notification box in the top right of the web page. On Chrome, the console shows the following error:

Failed to load resource: the server responded with a status of 404 (Not Found) ... https://oursite.site.com/admin/pages/EditorToolbar/MediaForm/field/AssetUploadField/fileexists?filename=download.png

I've tried to configure the permissions on the assets folder every which way and matched it up to our dev server (on which this problem is not occurring). I suspect there's some tiny configuration we failed to transition from dev to prod, but I've inspected everything I can think of and I can't find it. One thing to note is on our dev environment we did not have a security certificate installed, on production we do and URLs are rewritten to https if a user attempts to access the site via http. I've tried removing it from prod, but the error still occurs, so I don't believe that's the issue. I've also disabled the rewrite rule without any luck.

Can anyone give some guidance on some areas/configurations to double-check.
