CMS WYSIWYG disabling Target="_blank" with Insert Link: Download a file

Using SS 3.1

The WYSIWYG always inserts Target="_blank" with Insert Link: Download a file even when "Open link in a new window?" is unchecked. I can go into the HTML to remove the injected code, however I am looking for a better solution. Any thoughts?
