PHP Fatal error: Class 'Debug' not found

I keep getting this error in the server error log very frequently :

PHP Fatal error: Class 'Debug' not found in /awss/ssattentionwizard/framework/dev/Debug.php on line 553

But the site is up and running on its own without my intervention, very stange! Why am I getting this error on and off, any ideas ?? Thanks

Silverstripe version is 3.1.6
