issue: SiteTree view does not display in the admin panel

site details:

pages: 2768
caching: admin caching doesn't seem to be working, but front end caching is working (possible issue)
php Mem limit : 256M

further description:
On my local environment with 256 M php memory limit set, there is no problem.. but if i reduce it down to 64 M then the issue on production admin panel is reproduced.

It appears that Site tree doesn't cache, and is having to regenerate every page view in the admin panel.

How can i fix this / enable siteTree caching?

Or what is a better way to handle this / problems i should be looking for?
