Localize URLSegmentFilter

Is it possible to localize/translate the replacements array in URLSegmentFilter. by default, URLSegmentFilter replaces all & with "and" when creating the URLSegment. I would like to change this to use the corresponding word for "and" in the current language. Is it possible to override URlSegmentFilter in any way, and use that class instead? I have tried to extend it, but haven't managed to get it to work...
