Managed to successfully get composer to install via your json file on a win 7 machine.

I might suggest dumping your core and modules (keep your project files of course) and then doing a fresh composer install.

I did a complete rebuild/ recompose this morning and it's working fine now.

Guess I'll have to file it away as "one of those things".

Had exactly the same issue (using WAMP under Windows). Deleting the pre-composer install framework and cms folders and running again seemed to do the trick.
