Can Barclays ePDQ be implemented into a Silverstripe website and what would be the approximate cost to a client?

Look at the payments module, and try to find an adaptor for the gateway you require. There are a few UK developers, so you might have some luck.
Otherwise you'll have to build one, and charge accordingly.

As for charge out rates, it depends on how much you charge, how competent with the system you are. In this case it seems like the latter is not so strong, so I would suggest perhaps not pursuing this.

Oh, well in that case it depends entirely on the same things, but in reverse.
Beware anyone who seems to think it's reasonably trivial, unless they have the proof to back that up (other SS sites, other SS sites with payment gateways, other SS sites using Barclay's payment gateway).
